PPWR 2026: European packaging regulation
Information to define your pallet, prepare a supply enquiry and review documentation.
PPWR regulates packaging and packaging waste in the EU. The general application date is 12 August 2026, with specific timetables. Identify product, operator and circuit before assessing obligations.
Packaging documentation
Link each order to a reference and specification. Separate commercial data, treatments and regulatory documents. Retain manufacturer, batch and specification version; do not claim certification without evidence.
Consult official sources before making decisions on a specific case. Obligations and exemptions depend on the product and operator.

Timetable and operator obligations
From 1 January 2030, Article 29 sets a general 40% target for reusable packaging within a reuse system for certain transport packaging, including pallets. Specific rules cover linked sites and certain domestic supplies. Review exemptions; those for pallet wrapping and straps are not a general pallet exemption.
Manufacturers need to assess conformity and Annex VII technical documentation. Article 15 provides retention periods of 5 years for single-use packaging and 10 years for reusable packaging. Distributors check applicable conditions before placing packaging on the market. Users assess their circuit and applicable reuse obligations.
